Deputies observed Schwender in the stolen vehicle and gave chase. Mcghee was apprehended by law enforcement shortly after. Schwender then got back into the original suspect vehicle and fled leaving McMullen and Mcghee behind. While attempting to leave in this vehicle, the suspects were unable to get it running. Schwender and the other suspects who were identified as John McMullen and Jennifer Mcghee fled the area in the suspect vehicle, which was determined to be stolen, to a nearby residence where they held the homeowner at gunpoint and robbed him of his car keys. Atkins ran to a nearby residence where a homeowner called 911 to report the incident. Atkins in the hand as well as an Ascension Parish Sheriff’s Office patrol car. The driver stopped the vehicle and a front seat passenger identified as Chadwik Schwender, exited the vehicle and fired multiple shots from a handgun striking Dty. Atkins followed the vehicle while waiting for additional units prior to initiating a traffic stop. James Atkins of the Ascension Parish Sheriff’s Office spotted a vehicle matching the description of the vehicle used by 3 suspects following a theft of ammunition from the Donaldsonville Wal-Mart earlier in the day. These defendants were prosecuted by Assistant District Attorney Joni Buquoi, and presiding over this matter was the Honorable Judge Jessie LeBlanc. Sheriff Wiley attended a training in Israel with JINSA as a delegate of the LEEP program in November 2005.On May 22, 2018, the last of 3 defendants charged in connection with the 2015 shooting of an Ascension Parish Sheriff’s Deputy pled guilty in Ascension Parish District Court. Jeff Wiley has served as Sheriff of Ascension Parish since 1996, a position he currently remains in today. The Sheriff’s Office of Ascension Parish, Louisiana, is among the departments that have sent delegates to Israel. Over 11,000 additional American law enforcement officials have attended LEEP conferences nationwide, which bring in Israeli security officials as experts. JINSA launched its Law Enforcement Exchange Program (LEEP) shortly after 9/11, and since 2002 has run annual trips to Israel for US federal, state, and local law enforcement. JINSA is a think tank that advocates for US-Israeli security cooperation, increased domestic military spending, and military aid to Israel, and has board members with close ties to US defense contractors. One of the organizations that organize and sponsor these trainings is the Jewish Institute for National Security of America (JINSA). Rather than promoting security for all, these programs facilitate an exchange of methods of state violence and control, including mass surveillance, racial profiling, and suppression of protest and dissent. While framed as an opportunity for US law enforcement to learn policing strategies from a closely aligned democracy with counter-terror experience, in fact these are trainings with an occupying force that rules a population deprived of human and civil rights. American facilitators and participants of these programs similarly argue that the United States and Israel are allied democracies whose law enforcement agencies play a crucial role in preserving national security. The American and Israeli governments justify these exchanges on the grounds that the United States and Israel share the mission of the War on Terror. In 2002, just months after 9/11, American police officers held their first official training expedition to Israel to learn about “counter-terrorism.” Since then, hundreds of law enforcement officials and government agents from across the country have been sent to Israel to meet with military and police forces, and thousands more have participated in conferences, trainings, and workshops with Israeli officials in the United States.
